FN Herstal, the Belgian Armorer Behind NATO’s Machine Guns

FN Herstal has armed more of the world’s militaries than almost any other small-arms maker, with machine guns like the MAG and MINIMI serving in well over 80 countries since its founding in 1889. Owned by Belgium’s Walloon regional government, the Herstal firm behind the SCAR rifle and the M2’s modern production lines remains the quiet standard-setter of NATO infantry firepower.

Who owns FN Herstal

Since 1997 the company has been wholly owned by Wallonia, Belgium’s French-speaking region, after the regional government bought it back from France’s GIAT. The holding structure, long called Herstal Group and renamed FN Browning Group in 2024, bundles the military business with the Browning and Winchester civilian brands. State ownership gives FN patient capital and political cover in a country often ambivalent about arms exports, and it makes the firm one of Wallonia’s prized industrial employers.

From Mauser contracts to John Browning

FN was created in 1889 by a consortium of Liège gunmakers to produce Mauser rifles for the Belgian Army. Its destiny changed when it partnered with the American designer John Moses Browning, who worked with the firm for decades and died at his desk in Herstal in 1926. That partnership produced some of the most manufactured firearms in history, including the Browning Hi-Power pistol, and established a design culture the company still trades on.

The post-war decades made FN the armorer of NATO. The FAL battle rifle armed dozens of countries in the 1950s and 1960s, and when it faded, the MAG and MINIMI machine guns took over as alliance standards, adopted by the US as the M240 and M249.

The breadth runs from a 9mm pistol to .50 caliber gun pods for helicopters, which lets FN sell complete small-arms ecosystems including ammunition, mounts, optics-ready platforms and through-life support, a model peers like Turkey’s MKE are now copying.

FN in the United States and on NATO front lines

FN America, the US subsidiary with a large plant in Columbia, South Carolina, has for decades won US military contracts for M240s, M249s, M4 and M16 rifles, and M2 heavy machine guns, making FN one of the largest foreign-owned suppliers of American infantry weapons. The SCAR family serves with US Special Operations Command as the Mk 16, Mk 17 and Mk 20.

Europe’s rearmament is now filling the Herstal order book too. Belgium and its partners have channeled FN weapons into Ukraine aid packages, European armies replacing Cold War rifles are shortlisting the SCAR, and ammunition demand is climbing across the alliance, a surge that has lifted every producer from Rheinmetall downward. FN has responded with capacity investments in Belgium and the US announced across 2023 to 2025.

Editor’s read
FN’s moat is not any single rifle, it is a century of being the boring, certain choice for the gun a soldier’s life depends on. Its constraint is scale, as small arms are a modest slice of exploding defense budgets, and its state owner prizes jobs over margins. The bet on modular families like SCAR and EVOLYS is that when Europe finally standardizes its next rifle generation, the default answer will once again be Herstal.
