Patria Lays Foundation for New Armoured Vehicle Plant in Valmiera

Patria is building a new military vehicle plant in Valmiera, Latvia, that will produce Patria 6×6 armoured personnel carriers and assemble General Dynamics European Land Systems (GDELS) HUNTER infantry fighting vehicles for the Latvian National Armed Forces. The foundation stone was laid on 7 October 2026, and Patria set out the plan in a statement reported by Army Technology on 8 October.
The building is scheduled for completion in the third quarter of 2027. It will stand close to the existing Defence Partnership Latvia facility at the Valmiera Industrial and Export Park, where only Patria 6×6 vehicles have been built so far.

“This investment is a clear proof of Patria’s long-term commitment to Latvia and the Latvian National Armed Forces,” said Panu Routila, Patria’s president and CEO. He said local production, skills development and the involvement of Latvian companies support security of supply and long-term resilience, and that the cooperation with GDELS shows how partnerships can deliver capability to the Latvian forces faster and more efficiently.
Latvian Defence Minister Raivis Melnis called the facility a significant investment in the country’s defence industry and said the aim is to manufacture and maintain armoured vehicles locally. Patria’s release does not state the cost of the plant or its planned output.
What the New Plant Adds to Valmiera
Until now Valmiera has built only Patria 6×6 carriers. The Defence Partnership Latvia plant opened at the end of May 2024 with a planned output of approximately thirty vehicles a year, according to Patria at the time. Wikipedia gives a capacity of up to 160 a year; this article uses the company figure. The first Latvian-built carrier was handed over on 5 August 2024 under a 2021 contract for more than 200 vehicles, due by 2029.
The new building adds HUNTER assembly and maintenance. The HUNTER is modelled on the ASCOD tracked platform from GDELS, and The Defense Post reports that Latvia ordered 84 of them in total. In August 2026 The Defense Post reported that Latvia had unveiled its first Hunter at the Valmiera plant, so the new site looks like the longer-term home for work already under way. That reading is analysis, not a company claim.
Patria 6×6 and TRACKX Compared
The Valmiera plant is built around the wheeled Patria 6×6, the platform of the CAVS programme, and not the tracked Patria TRACKX. Finland and Sweden have placed the first orders for TRACKX, and Latvia has signed a statement of intent on the vehicle, but Patria has not put it into the Valmiera plan. The table sets out how the two vehicles differ.
| Feature | Patria 6×6 | Patria TRACKX |
|---|---|---|
| Type | Wheeled armoured personnel carrier | Tracked armoured personnel carrier |
| Empty weight | 15.5 t (Wikipedia, citing Patria brochure) | 12 t (Patria) |
| Payload | 8.5 t (Wikipedia, citing Patria brochure) | 3.5 t (Patria) |
| Troops | Up to 10 soldiers plus a crew of two (Patria) | 10 soldiers (Patria) |
| Programme | CAVS, launched in 2020 | FAMOUS, EDF-funded |
| Status | In production; orders including options for nearly 2,000 vehicles through CAVS by end-2025 | Patria says it will be ready for serial production in 2027 |
| At Valmiera | Built there today and planned for the new plant | Not part of the announced plan |
Patria Production Sites Compared
Patria builds Protected Mobility vehicles at several sites, and not all of them are its own. The table lists only the sites named in Patria’s releases.
| Site | Role | Status |
|---|---|---|
| Valmiera, Latvia (existing) | Patria 6×6 carriers; HUNTER assembly reported | Opened May 2024; about 30 carriers a year planned at opening |
| Valmiera, Latvia (new) | Patria 6×6 and HUNTER production, support | Foundation stone 7 October 2026; building due Q3 2027 |
| Hämeenlinna, Finland | Patria’s own vehicle and mortar production | Patria says it has expanded capacity there |
| Uusikaupunki, Finland | Valmet Automotive, under technology transfer | First vehicles planned for the second half of 2026 |
| Freisen, Germany | KNDS Deutschland Maintenance, final assembly of 6×6 for Germany | From 2027, after first vehicles are built in Finland |

Local Assembly and Supply Security
Patria says the plant strengthens security of supply and resilience. For Latvia the practical change is that assembly and maintenance of two very different vehicles, a wheeled carrier and a tracked fighting vehicle, would sit under one roof next to an existing site. That reading is analysis, not a company claim.
