Norway Expects Hanwha Chunmoo Launchers in 2028 and Operational Use by 2029

Norway expects to begin receiving its 16 Hanwha Aerospace Chunmoo rocket launchers in 2028 and to reach initial operational capability in 2029, the country’s acting army chief said. Trond Nilsen outlined the timeline in an interview with Breaking Defense on the sidelines of the AUSA conference, published October 20, 2026.

The launchers will be based at Bardufoss in northern Norway. Nilsen said the “big advantage” of the system is the ability to “strike the enemy at long range.”

Norway announced the procurement in January 2026 as part of its long-range Arctic missile programme. Hanwha Aerospace showed Chunmoo rocket pods at the 2026 AUSA conference. The Norwegian armed forces assessed Hanwha as the only supplier able to meet all of the performance, delivery and cost requirements, according to reports at the time of signing.

One point is not explained in the public reporting. The terms reported at signing put missile deliveries in 2030 and 2031, while Nilsen is targeting initial capability in 2029. That could reflect early training rounds or a phased definition of capability, but that reading is analysis, and neither Norway nor Hanwha has addressed it.

Why Range Matters in Finnmark

Norway’s border with Russia is 195 kilometres long. Defence Minister Tore O. Sandvik, quoted by the Barents Observer, said the missiles “might have sufficient range to hit the Pechenga Valley.” The valley hosts Russia’s 71st Guards Motorized Rifle Division and the 61st Naval Infantry Brigade.

Nilsen tied the purchase to the Finnmark Brigade, the formation being built to patrol and defend that border. “The reason we are building the Finnmark Brigade is the Russian threat,” he said. The brigade was planned at about 4,000 personnel with full operational capability by 2036, and that target has been brought forward to 2032 or 2033.

Housing and infrastructure are the main constraint, Nilsen said, though he described progress as “according to plan.” He added that almost every army unit now has some kind of drone, and that a drone swarm pilot project aims to put intelligence-gathering and autonomous drones into some Finnmark Brigade units within about a year.

Chunmoo Rockets and Ranges

Chunmoo is a modular launcher that fires several rocket and missile types from interchangeable pods. Norway’s long-range requirement points to the heavier rounds at the top of the range. Our K239 Chunmoo specifications guide covers the full family.

Chunmoo is not Norway’s first Hanwha purchase. The company has supplied K9 Vidar self-propelled howitzers and K10 ammunition resupply vehicles to Norway since a 2017 contract for 52 howitzers and 14 resupply vehicles, and Hanwha says it delivered all of them on time.

What to watch
The test is whether the 2029 initial capability date survives the 2030 to 2031 missile delivery window reported at signing. Also watch the Norwegian Army’s decision on which munitions it buys beyond the first package, and how quickly drone units appear in the Finnmark Brigade.
