Turkish defence software and systems company HAVELSAN has signed a memorandum of understanding (MoU) with the Defence Industries Corporation of Nigeria (DICON) at the AFRIDEX 2026 exhibition in Lagos, the company said on 30 October 2026. HAVELSAN described the agreement as a framework for “potential collaboration” (HAVELSAN press release).
- HAVELSAN said it signed a memorandum of understanding with the Defence Industries Corporation of Nigeria (DICON) during AFRIDEX 2026 in Lagos
- Areas named: C4ISR, simulation and training, unmanned and autonomous systems, information and communication technologies, integrated security solutions and cybersecurity
- The MoU is a framework to explore cooperation and identify projects; no value, timeline or specific programme was announced
- It adds to a series of Türkiye–Nigeria defence contacts at the show

What the MoU covers
According to HAVELSAN, the MoU covers C4ISR technologies, simulation and training technologies, unmanned and autonomous systems, information and communication technologies, integrated security solutions and cybersecurity. The two sides aim to “explore new opportunities for technological cooperation, identify mutually beneficial projects, and lay the groundwork for sustainable, long-term partnerships”, the company said. HAVELSAN linked the signing to the 103rd anniversary of the founding of the Republic of Türkiye on 29 October.
An MoU is not a contract. Neither HAVELSAN nor DICON has disclosed a financial value, a timeline, local production plans or a named programme, and DICON had not published its own statement at the time of writing.
Ministerial contacts in Lagos
In a post on X on 31 October, HAVELSAN said it had hosted Nigeria’s Defence Minister Christopher Gwabin Musa, Minister of State for Defence Bello Muhammad Matawalle and senior regional delegations at its AFRIDEX 2026 stand (HAVELSAN on X). Envanter Medya also reported the agreement (Envanter Medya).
Context
DICON is Nigeria’s state-owned defence industries corporation. Turkish officials held several meetings at the same exhibition, including talks between Deputy Defence Minister Musa Heybet and Nigerian military leaders (our report). Turkish platforms already feature in Nigeria’s plans: the Nigerian Air Force has listed 12 AKSUNGUR drones and six T129 ATAK helicopters among its expected aircraft (our report).
