Oleshky Ceasefire: Russia Declares Kherson Truce From October 27 for Humanitarian Operation

Russia’s armed forces will cease fire on the Kherson direction and introduce a “regime of silence” from 04:00 Moscow time (01:00 UTC) on October 27, 2026, to allow a humanitarian operation in the occupied town of Oleshky, Chief of the General Staff Gen. Valery Gerasimov said in a statement published on the Russian Defence Ministry’s official Telegram channel on October 23. The announcement came hours after the White House said First Lady Melania Trump had mediated a local truce between Moscow and Kyiv covering the town.
- Russian ceasefire on the Kherson axis from 04:00 Moscow time, October 27, 2026, according to Gen. Gerasimov
- Purpose: humanitarian operation and aid convoy into Oleshky (Russian name: Aleshki)
- White House statement put the start of the local ceasefire at October 29
- An estimated 1,700–2,000 civilians remain in the town, including around 50 children, per the White House
- Pre-war population: about 24,000
What the Russian Defence Ministry announced
According to Gerasimov, Russian forces will carry out engineering reconnaissance and secure the safe movement of a humanitarian convoy into Oleshky to protect residents and deliver essential supplies. The statement did not specify how long the “regime of silence” would last or which units would be involved.
White House: truce mediated by Melania Trump
Earlier on October 23, the White House said Melania Trump had initiated talks with both countries and aligned them on the objectives of a local ceasefire in and around Oleshky, with the halt in hostilities due to begin on October 29, according to reports by Euronews and Ukrainian outlet LIGA.net. The two dates had not been reconciled publicly at the time of writing. Under the plan described by the White House, civilian, non-military representatives of both sides would visit residents at home to assess their needs, and those wishing to leave would be offered transport to a destination of their choice, either in Ukraine or Russia. An unnamed independent American media organisation would document the process.
Ukrainian lawmaker David Arakhamia, who heads the ruling Servant of the People faction, confirmed the arrangement, saying the goal was to lift the blockade and establish permanent humanitarian corridors for evacuation and aid deliveries.
A town cut off on the Dnipro’s left bank
Oleshky lies on the Russian-occupied eastern bank of the Dnipro River, opposite Ukrainian-held Kherson, and has been under Russian control since the first days of the full-scale invasion in February 2022. The area was heavily flooded after the destruction of the Kakhovka dam in June 2023. Local Ukrainian officials have described severe shortages of food, water and medicine, and say civilians trying to leave on foot face mined roads and drone attacks. These conditions cannot be independently verified, as the town is closed to independent journalists.
What comes next
The humanitarian situation in Oleshky had drawn growing international attention, including appeals by Pope Leo XIV. Implementation of the truce will be watched closely, as previous localised ceasefires in the war have proved fragile. Russian claims regarding the operation are attributed to the Russian Defence Ministry and have not been independently confirmed.
