Greece’s 2030 plan: The Athens Government Has Turned to Israel
Greece has officially launched a comprehensive modernization program aimed at completely overhauling its armed forces by 2030. As part of this sweeping initiative, Athens has approved the “Shield of Achilles,” an Israeli-backed, multi-layered air defense system valued at approximately €3.5 billion. Israeli media suggests the project is heavily influenced by Turkey’s expanding defense capacity and growing regional military footprint.
During a recent session chaired by Greek Prime Minister Kyriakos Mitsotakis, the Government Council for National Security greenlit a historic defense procurement program intended to modernize the Hellenic Armed Forces through 2030.
At the absolute center of this strategic shift is the €3.5 billion “Shield of Achilles” air defense architecture. According to a report by the Israeli daily Maariv, the rapid advancements in the Turkish defense industry and Ankara’s expanding regional military capacity have become a primary reference point for this planning. The report explicitly characterized the modernization program as “a €3.5 billion shield against Turkey.”
Building a Multi-Layered Air Defense Network
According to Maariv, Athens’ objective extends beyond the mere acquisition of new hardware; the ultimate goal is to establish a robust, multi-layered air defense network utilizing advanced technologies developed by the Israeli defense industry. The proposed architecture is designed to provide an integrated defense umbrella against a wide spectrum of threats, including kamikaze drones, cruise missiles, fighter aircraft, and ballistic missiles.
The publication noted that this project represents one of the most critical links in the strengthening defense cooperation between Israel, Greece, and the Greek Cypriot Administration. It is widely evaluated as a deliberate effort to seek strategic parity against Turkey.
Powered by Israeli Defense Systems
The backbone of the “Shield of Achilles” will heavily rely on Israeli-engineered systems. Under the current framework, Greece’s aging Soviet-era OSA-AK and TOR M1 air defense systems are slated to be replaced by the SPYDER system, developed by Rafael Advanced Defense Systems.
Furthermore, the legacy HAWK systems, which have been in service for decades, will be supported and eventually superseded by the Barak MX system, produced by Israel Aerospace Industries (IAI). For the uppermost tier—dedicated to intercepting ballistic missiles—Athens envisions deploying a new solution based on the SkyCeptor configuration of the David’s Sling system. The missile interceptors integrated into the project will reportedly be equipped with advanced rocket motors developed by the Israeli firm Tomer.

An AI-Supported Command Center
According to details outlined by Greek Defense Minister Nikos Dendias, all telemetry from radar installations, air defense batteries, and field units will be synthesized into a single, centralized hub. An artificial intelligence-supported command system will analyze incoming threats in seconds, prioritize targets, and recommend the most effective interception asset to human operators.
Through this initiative, Greece aims to establish an integrated digital architecture, unifying disparate defense elements under a single operational network for the first time in its history.
Operational Control Will Remain in Athens
While Israeli technology forms the core of the shield, the Greek daily Kathimerini reported that operational autonomy remained the most critical condition during negotiations. Under the finalized agreement, the system’s battle management software will be entirely under Greek control, with no provisions allowing external Israeli interference or remote access. Additionally, an estimated €700 million portion of the project’s budget will be allocated directly to the domestic Greek defense industry.
A Broader Scope: Expanding the Modernization Agenda
The “Shield of Achilles” is viewed as only the first phase of the broader “Agenda 2030.” In the coming years, Athens plans to induct Israeli-made Heron-1 unmanned aerial vehicles (UAVs), 10 V-BAT tactical UAVs, and Synthetic Aperture Radar (SAR) observation satellites capable of real-time reconnaissance. Advanced counter-UAS (drone defense) systems will also be operationalized under the same mandate.
The Hellenic Navy and Air Force are also slated for significant upgrades. Starting in 2027, Greece will receive three C-390 Millennium transport aircraft, which can be configured for mid-air refueling missions. The naval program includes the anti-submarine warfare (ASW) modernization of four MEKO-class frigates and the commissioning of 10 special operations underwater vehicles, eight of which will be manufactured domestically. Furthermore, the Army’s Apache attack helicopters will be upgraded and armed with laser-guided Hellfire missiles.
As Maariv concluded, these massive investments signify more than just military modernization; they mark a new phase for the Israel-Greece-Cyprus defense axis. This sweeping transformation through 2030 is fundamentally designed to counterbalance the regional military influence of Turkey, which has demonstrated a striking ascent in domestic defense manufacturing, UAV/UCAV technologies, naval investments, and global defense exports in recent years.
